I love photography and am trying to get better at not only capturing the perfect moment but also manipulating it in photo shop. I was wondering if you could tell me what photo program you use and if you have any advice for a novice photographer? I really want to learn what tools to use to do beautiful photomanipulation.

I'm using Photoshop, but you could also use Photoshop Elements, it's cheaper, but it's still good for editing photos :) My advice would be to browse DeviantArt for some good photos or photomanipulations and get inspired from that.
